How do I …?
Short steps for everything you do in FISHERS. Search, or pick your task.
Start
Sign in in three steps
-
1
Sign in
Use Sign In on the home page. Staff type their email and password. Boat owners type their BoatR number and 6-digit PIN. Too many wrong tries lock the screen for a moment.
-
2
Change a temporary password
A password someone gave you is temporary. You are sent to Change Password first. Later: user menu (your initials, top right) → Change Password.
-
3
Use your menu
You land where you belong: the Admin panel for staff, the Catch Trip app for boat owners, the Kiosk for landing site operators. The sidebar shows only what your role can open.
No account yet, or forgot your password? Ask the super admin: there is no sign-up and no reset by email.
Who can do what
Your role decides the action. Your area decides whose records.
Lists, reports and exports are cut down to your area before they reach you. An account with no area sees nothing.

Step by step
Pick a task
Office staff
Register a fisherfolk Municipality staff
Registration → Fisherfolk Registration
- 1 Click New Entry. Choose the municipality, then a barangay of that municipality.
- 2 Fill in the profile and Save. You move on to the next section each time you press Save & next.
-
3
Skip sections that do not apply. Leave FishR empty if you do not have it yet; the system records it as
xxx-xxxx-xxx. - 4 Print the registration form from the row menu.
A FishR number can belong to one person only.
Register a vessel Municipality staff
Registration → Vessel Registration
- 1 Click New Entry and choose the owner (a registered fisherfolk).
- 2 Enter the vessel, BoatR number and engine details, then Save. Net tonnage and the MFVR number are filled in for you.
- 3 Print the application form, admeasurement certificate or certificate of number from the row's print menu.
A BoatR number can belong to one vessel only.
Issue a fishing license Municipality staff
Licenses → Fishing License
- 1 Click New Entry, choose the fisherfolk and fill in the license information. Save.
- 2 From the side menu add the vessels and the gear the license covers.
- 3 Print the license from the row menu.
A license without a vessel or gear is counted as missing data.
Add a capture fishing record Municipality staff
Catch Records → Capture Fishing Records
- 1 Click New. Pick the fisherfolk and vessel, or tick Not registered when they are not in the system.
- 2 Enter the departure and return times and Save. A DFCR number is generated.
- 3 Open the record's Species page and add each fish caught with its weight.
Trips finished at the kiosk create their record automatically.
Record a fish farm Municipality staff
Catch Records → Aquaculture Fishing Records
- 1 Choose the tab of the aquatic environment, then New Entry.
- 2 Pick the fisherfolk, fill in the farm and Save.
- 3 Open the Species page to add each harvest.
Give vessel owners a login Municipality staff
Registration → Vessel Owner Accounts
- 1 Find the owner in the list: search by name or FishR number, or filter to Licensed boats only.
- 2 Press Create login on the owner row. A one-time activation code is shown once. Copy the message or take a screenshot, and send it to the owner.
- 3 The owner opens Activate your login on the sign-in page and enters their FishR number, the code and a 6-digit PIN of their own choice. One login covers every boat registered to that owner.
- 4 On a row: Reset access (a new code, for a forgotten PIN) or Deactivate / Reactivate. When a boat is sold, just update the Vessel Registration: the new owner is the one who can use it.
Choose a captain for a boat Vessel owner
Catch Trip → My Boats
- 1 Press Choose captain on the boat. Search for a licensed fisherfolk from your province by name or FishR number, and set an end date if it is a rental.
- 2 A one-time code is shown. Copy it or take a screenshot of the message and send it to the captain.
- 3 The captain opens Activate your login (or Enter a code on My Boats if they already have a login). From then on they see only that boat and the trips they take.
- 4 A boat has one captain at a time. Use Change captain or Remove captain whenever you need to.
Fix flagged data Municipality staff
Registration → Data Corrections
- 1 Pick a tab: Barangay in another municipality, Shared FishR numbers or Shared BoatR numbers.
- 2 Press Correct on a row and fix the number or the barangay.
- 3 Save. The row leaves the list once it is right.
You only see your own municipality.
Add a landing site Municipality staff
Settings → Municipality Profile → your municipality → Landing Sites
- 1 Click New. Enter the name, type and barangay (the barangay is required).
- 2 Save. To retire a site, switch Active off. A site used by a trip cannot be deleted.
Add a local species or gear name Municipality staff
Settings → Fisheries Reference List → Local Names
- 1 Click New Entry. Enter the local name.
- 2 Choose the English name and family (or gear type), then Save.
A name already used by a catch record cannot be deleted. Rename it.
Set up the printed forms Municipality staff
Settings → Municipality Profile → your municipality
- 1 Open Signatory. Keep exactly one active person for each role (mayor, agriculturist ...).
- 2 Open Other Details and set the ordinance and the municipal logo.
No active signatory means a blank signature on the form.
Reports
Run the Capture Fishing Report Staff and report roles
Reports → Capture Fishing Report
- 1 Choose a date range or a preset. Narrow by municipality, landing site, species or gear.
- 2 Choose how to group the rows, how to sort, and which columns to show.
- 3 Review it on screen, then Export Excel or Export PDF. The header states the area it covers.
Leave a filter empty to include everything you may see.
Read the Management Reports Heads, planning, admin and report roles
Reports → Management Reports
- 1 Pick a report. Report-only roles find the 11 reports as menu items in the sidebar, in three groups.
- 2 Set the period and, if you like, a municipality. Some reports offer several views.
- 3 Use Export Excel or Print. Registry reports describe today, so they have no period.

- 3 Tap Save as Scheduled. You can still edit or cancel it.

Forgot it? Ask your municipal office to reset it.
Kiosk operators
Record a returning boat Landing site operator
Kiosk → Return Trip
- 1 Find Trip: scan the QR, type the trip code, or search by FishR number.
- 2 Return Information: confirm the return time and landing site, choose With Catch or Zero Catch, add each catch, and fill in the role, expenses and, for a catch, where it is sold and who certifies it.
- 3 Review and confirm. The trip is completed and locked, and its Capture Fishing record is created.
If something is missing nothing is saved, and the screen says what to fix.
Administrators
Add a user Super admin
System Administration → Users
- 1 Click New. Enter the name, email, role and the area (region, province or municipality).
- 2 Give the person the suggested starting password yourself. It is temporary and they must replace it at first sign-in.
No area, no data: a staff account without an area sees nothing.

- 2 Give them the temporary password. They choose their own when they sign in.
Nobody else can reset passwords, and nothing is sent by email.

If something is wrong
Quick fixes
I cannot see a record I know exists
It is outside your area. Ask your administrator to check the area on your account.
Access denied after signing in
Your account is deactivated, or its role cannot open the Admin panel. Ask the super admin.
Sent to Change Password
Your password is temporary. Choose a new one; nothing else opens until you do.
An entry cannot be deleted
Records already use it. Rename or correct it instead.
A vessel owner or captain forgot the PIN
Vessel Owner Accounts → Reset access. The old PIN stops working, and a new one-time code lets the person choose a new PIN.
A boat was sold
Update the owner in the Vessel Registration. The new owner can use the boat straight away, and the previous owner and any captain they chose lose access by themselves.
The kiosk will not finish a return
Read the red messages on Return Information. Nothing is half-saved; the trip stays Departed.
A printed form has a blank signature
The municipality has no active signatory for that role. Fix it in Municipality Profile.
A section is missing on a fisherfolk
The aquaculture sections show only when the profile is marked as having aquaculture.
A departed trip cannot be edited
Corrections must be made before Mark as Departed. After that only the kiosk can complete it.
